It should be not just offered but mandatory that if they opt out then decline abortion. The ultrasound should not be done only thirty minutes before the procedure, but at least one day before, allowing women time to think. If only thirty minutes is required then I believe it will have less of an impact before, since most women have mind set to have abortion right then, for mental determination. If given more time to think about change of mind, it will be more efficient. With less time, and procedure completed just after seeing ultrasound women will end up with more mental anguish then ever.
