Topeka, KS — Lobbyists for abortionist George R. Tiller’s political action committee, ProKanKo have failed to file mandatory monthly Employment and Expenditures Reports with the Kansas Governmental Ethics Commission, making their lobbying efforts illegal during time periods in the peak lobbying months of February, March, and April of this year.
ProKanDo director Julie Burkhart, a Tiller media spokesperson, failed to file the required documents for two consecutive months, covering employment and expenditures over February and March. Lobbying while reports are delinquent is illegal. Burkhart’s documents had not been filed as of April 19.
According to two letters sent to Burkhart by the Governmental Ethics Commission:
As provided by K.S.A. 46-280, you have 5 days from receiving this notice to comply with the reporting requirements before a ten dollar ($10) per day civil penalty is imposed for each day the required report remains unfiled. No civil penalty shall exceed three hundred ($300). Also, there are criminal penalties for intentionally failing to file. It is unlawful to lobby when a current report has not been filed or is past due. Unlawful lobbying is a class B misdemeanor.
Another ProKanDo lobbyist, Jana Mackey, also received a notice from the Commission for failure to file the same documents for employment and expenditures in January.
“This is just another example of how Tiller and his cohorts continue to act like they are above the law,” said Operation Rescue President Troy Newman. “You can bet if pro-life supporters were engaged in illegal lobbying or any other illegal activity, it would be blasted everywhere and they would be quickly charged.”
A Grand Jury is in the process of convening at the behest of the community to investigate Tiller in the death of a Down syndrome teen last year after the Kansas State Board of Healing Arts closed its investigation against him when pro-abortion Gov. Kathleen Sebelius intervened in the case. Sebelius has received tens of thousands of dollars in campaign contributions from Tiller and ProKanDo, leading the community to believe a political cover-up was in progress.
In another case, the county recently refused to file charges against Tiller for a hit-and-run on a pro-life pedestrian in spite of the fact that the incident was caught on Tiller’s own security video.
“The community is tired of this guy getting away with dangerous and illegal behavior,” said Newman. “As we have stated before, Tiller and his cohorts must be held to the same standard of law as everyone else. That is not happening in Kansas, and the people of this state deserve to know why.”

–Yep, that about says it all. And sad to say, they appear to be.
I think Oliver Wendell Holmes said people obey the law “because they love God or dread nought.” Some people obey the law because it’s the right thing to do. Others obey at least because they fear the consequences of breaking it. The problem is that some people do neither. There appears to be a) no real internal desire on these people’s part to obey the law; and b) no external pressure to exact compliance. Summed up, I suspect these people’s private reaction is “so what? The maximum penalty is $300 and nobody’s got their hand out anyway.” Disgraceful, but true.
It’s just so unfair that Tiller gets away with doing so much. I just don’t understand why no laws seem to apply to him. Anybody who takes his blood money to cover up his illegal actions is just as bad as he is.

Unfortunately, the rich and powerful have pretty much always been able to buy whatever justice they want in this world. I actually think the modern US court system is by and large one of the best court systems in the world, historically speaking, notwithstanding Tiller and others. No matter how bad the Court system may appear, let’s face it – if you want a fair hearing, I’d far rather trust some US court than some Taliban court any day.

I do agree with you, it just frustrates me to no end to see the evil things that Tiller does & then watch 99 % of Kansas turn a blind eye to it because they are on his payroll. And then I think that there is a general bias toward pro-life people to begin with, so all abortion rights groups have to do is cry harassment whenever a group like ORW tries to hold them accountable.
