Baltimore, MD – Abortionist Iris Dominy, whose Maryland medical license was summarily suspended in May after it was discovered that she was involved in the abortion-related death of Maria Santiago, has had her suspension lifted by the Maryland Board of Physicians (MDBP). She is free to continue practicing medicine, but has been barred from conducting any procedures that require sedation.
Dominy was employed at a Baltimore abortion clinic located in a residential condominium complex that was owned by disgraced abortionist Steven Chase Brigham at the time of Santiago’s death. Since then, Brigham’s four Maryland abortion clinics have been closed for gross health and safety violations.
“The Maryland Board of Physicians has made a dangerous decision in allowing Dominy to resume practicing medicine, if one can call it that,” said Troy Newman, President of Operation Rescue. “From our experience, we know that abortionists that kill patients will kill again. The Board’s decision is the equivalent of playing ‘Russian roulette’ with patient’s lives. Eventually, someone will lose that game, and we will have yet another avoidable tragedy involving a woman on a slab in the morgue.”
An inspection conducted by the Maryland Department of Health on February 20, 2013, indicated that Santiago, 38, was 12.5 weeks pregnant at the time of the abortion. Dominy told the inspector that Santiago slept throughout her abortion. According to the deficiency report issued after the inspection, Dominy completed the abortion on the sleeping woman then left the room. An unqualified worker was left alone with the patient. That worker occupied herself with filling out paperwork while the patient remained on the abortion table. Sometime later, she called for a second worker to help her dress the patient and move the unconscious woman to the recovery area. The second worker noticed that Santiago was pale and not breathing. Dominy was notified and returned to the procedure room where she sat the unconscious Santiago up and began a “sternum rub.” No one at the clinic, including Dominy, had current CPR certification. A crash cart in the hallway was not used and the defibrillator was broken.

In addition, the medical director of the Brigham-run abortion clinics, Mansour Panah, whose license was suspended along with Dominy’s had his suspension lifted and his license restored by order to the MDBP on June 18, 2013. The Board found that his continued practice did not pose a danger to the public; however, his disciplinary history indicates that the opposite may be true.
Panah has disciplinary action going back to 1988 and was on probation at the time of his summary suspension earlier this year. Panah had been involved in the negligent treatment of several patients related to weight loss and liposuction/fat injection beauty treatments.
“It’s hard to think of a seedier side of medicine that the practice of negligent plastic surgery and abortion,” said Newman. “The fact that he was employed by one of the worst abortionists in America shows how far down the bottom of the barrel this guy has sunk. Panah preys on women as a matter of routine and doesn’t deserve to be called a ‘doctor.’”
Thankfully, a third abortionist employed by Brigham in Maryland, Michael Angelo Basco, remains under suspension and faces charges of unprofessional conduct and aiding and abetting another in the unlicensed practice of medicine.
The MDBP formally charged Basco in July with operating in conditions that violated health and safety standards and for allowing an unlicensed, unqualified worker to administer abortion drugs outside Basco’s presence to a woman he had never seen. After the abortion drugs were administered, Basco discovered the woman was 22 weeks pregnant with twins. Even though her abortion had already started, he refused to continue the procedure and essentially turned her adrift without any plan of action. The woman later submitted to a surgical abortion at another clinic unrelated to Brigham’s abortion business.
Basco was previously disciplined for lying about a malpractice case against him on an application for hospital privileges.
“When one reads the disciplinary history of these three abortionists, it becomes apparent that women are being treated worse than animals by incompetent abortionists who have sunk so low that they apparently cannot practice respectable medicine, said Newman. “We are shocked and disappointed that the Maryland Board of Physicians would turn any of these people lose to prey on vulnerable women once again.”
