In other words, they were "in cahoots" to commit late-abortions that were illegal.As Johnson Co. DA, Kline would have had the jurisdiction to prosecute such a crime since PP is in Johnson County. However, what Kline did not testify to, but what was presumed from his testimony was that he was unable to charge Tiller and PP with the consipracy to violate the law because Morrison obstructed the case by refusing to allow Kline access to the incriminating abortion records.
