If regulating them will close them, I am all for it, and I think this article and others shows that is increasingly the case. We know these unscrupulous hacks do not follow the regulations anyway, so when they get caught doing what they do naturally -- committing criminal acts -- they become their own undoing. It is really quite an intelligent strategy. Use their depravity against them! Perhaps, but often we find people of conscience who do not close them, but co-exist with them.
